If I have a photographic memory do I have to make a clicking sound?

So, Rep. Peter King, US Representative for New York’s 3rd District,  introduced a bill last month (the Camera Phone Predator Alert Act) which would require all cell phone cameras sold in the US to make a clicking sound whenever capturing an image http://thomas.loc.gov/cgi-bin/bdquery/z?d111:h.r.00414:

Where to start. Does this mean  the Google Street View camera car will start making clicks kind of like that annoying alarm dump trucks make when they back up? Will all the black gaffers tape used to silence the cell phone speaker (where the presumed “click” will come from) only be sold to credentialed gaffers? Or, will the near-silent shutters of the vaunted Leica rangefinders have extra noise added to make them safe?  And, last but not least, if  I have a photographic memory….does that mean I have to make a loud clicking sound when I’m looking at stuff?

I’m not sure where this is going to end but I’m pretty sure it won’t be a happy place.
